Harry Loh
Managing Director, Head of Non-Financial Risk Management, UOB
Biography
Harry Loh is Managing Director and Head of Non-Financial Risk Management at UOB, overseeing operational risk management, third-party and outsourcing risk, and recovery and resolution preparedness. With more than three decades of experience in banking and financial services, he previously led UOB Vietnam's subsidiarization as Chief Executive Officer of UOB (Vietnam) Ltd., established UOB's presence in Myanmar as Country Manager of UOB Yangon Branch, and held various leadership positions in China.
Beyond his corporate responsibilities, Harry is an active contributor to Singapore’s financial industry. Through the Association of Banks in Singapore (ABS), he chaired and served on the Outsourcing Advisory Committee, helping to shape industry standards for outsourcing risk management and regulatory implementation, while expanding industry focus to encompass broader third-party risk governance and concentration risk management. He also contributed to the refresh of the ABS Code of Conduct, ensuring alignment with MAS’ Fairness, Ethics, Accountability and Transparency (FEAT) principles, and co-developed industry guidance on integrating culture into root cause analysis of incidents and failures. As a member of the IBF Risk Management Workgroup, he contributes to the development of Technical Skills and Competencies standards for Third Party Risk Management, helping to build future-ready risk professionals for Singapore’s financial sector.
